I was able to work around it by running "autoreconf --install" on a debian machine and then transferring the source code directory onto the Ubuntu machine, running ./configure there. With this workaround, Bundy compiles fine on Ubuntu 14.04. So there seem to be some difference in the autotools between Debian 7 and Ubuntu 14.04.
